Article mistakenly states that Chilean teenagers in Santiago are at risk because they live near the equator. By that reckoning, if you live in Charleston, South Carolina, you live near the equator.
While I don't discount the possibility this could be true, say, by the beginning of 2013, for the present time it's a geographic fact that Chile is not located on the equator.

They're at risk because some of the ozone depleted area is above their country part of the year.
